The reality is that your servers are hosted in some jurisdiction, and you'll have to comply with local laws (at least, and some foreign laws too). Trying to ignore this fact makes no sense. Which means relay operators (and clients for that matter) have to have tools to comply with those laws. Reports might be a tool here.
Nostr is only censorship resistant because you can switch from a server hosted in one jurisdiction to a server hosted in another. Not because each jurisdiction can't or won't censor local servers and apps - they will, and relays and clients will either comply or get shut down.
